Bhopal, Nov 28 (UNI) Madhya Pradesh Assembly Speaker Ishwardas Rohani today said both the treasury bench and opposition should repose faith in the fact that dialogue is the sole solution to a stalemate and other problems in a democracy in general and the legislature in particular.
After the Vidhan Sabha was adjourned sine die on the third day of the winter session that was originally scheduled to conclude on December 7, Mr Rohani told reporters that fighting shy of dialogue could not be the solution.
''It is futile to speak of who lost and who won through this exercise but it should not be overlooked that the public always look this temple of democracy for solutions to their problems.
This is possibly the first time in the state's parliamentary history when pandemonium led to such an adjournment within three days of the session's start,'' he added.
Mr Rohani disagreed on the need for legislation to check the tendency of parliamentary and assembly proceedings often succumbing to chaos.
''It will be extremely unfortunate, if a law has to be used as a whip to discipline elected public representatives in a democracy. I believe the treasury bench and opposition members should help in smooth conduct of proceedings through mutual consent,'' the MP Speaker felt.
Describing as baseless the opposition's allegations that the adjournment was wantonly done, the Speaker added the opposition was provided with ample of opportunity to have its say.
''Yesterday, I allowed a discussion on an adjournment motion over the dumper issue. It is extremely sad that even question hour could not take place,'' he felt.
