Dehra Dun, Nov 21 (UNI) The Uttarakhand Assembly adjourned four times on the first day of the Winter Session today, owing to the uproar created by the Opposition Congress and the Bahujan Samaj Party (BSP) here.
As soon as the National Song got over, the Opposition Congress and the BSP members trooped into the Well of the House seeking discussion under rule 310, on issues relating to the caste and domicile certificates for the Scheduled Castes (SC) and the Scheduled Tribes (ST) in the state.
However, Assembly Speaker Harbans Kapoor gave no heed to their plea and asked them to take their seats. The Opposition members continued to remain in the Well and staged a sit-in in shouting slogans against the Bharatiya Janata Party (BJP) government in the state.
Leader of Opposition Harak Singh Rawat said no policy had been so far chalked out in this regard. He said the members of the SC and the ST communities were facing problem in obtaining the certificates as procedures had been made complicated.
He maintained that all those people who had been residing in the state during its formation, ought to be considered as domicile of the state. Describing the issue as very serious, he said if the problem was not provided immediate resolution it might have a bearing in the days to come and demanded an immediate discussion on the matter.
The Speaker first adjourned the House at 1125 hrs till 1200 hrs.
The adjournment was later extended thrice from 1200 hrs to 1220 hrs, 1220 hrs to 1240 hrs and 1240 hrs to 1300 hrs for the fourth time.
As soon as the House reassembled at 1300 hrs, the Opposition members again entered the Well reiterating their demand. The Speakers requested the members to take thier seats but to no effect.
The Opposition members, relenting to give up, again staged a sit-in and continued sloganeering against the government.
The Speaker demanded the member should first be seated then a decision on their demand would be taken. He even sought from the Oppostion leader the management of the House first. However, the members sought assurance first from him afterwhich the Speaker carried out the further proceedings amidst chaos and adjourned the House at 1325 till tomorrow after completion.
