Jaipur, Nov 21 (UNI) The National Commission for Economically Backward Classes(NCEBC) is likely to submit its recommendation over the issue of reservation for people of economically weaker strata in non SCs, non STs and non OBCs categories, by early 2009, Commission Member Narendra Kumar said.
Talking to reporters here today Mr Kumar said the commission was presently in the initial stage of its visit to states and had so far undertaken visits to Haryana and Rajasthan.
After Rajasthan the commission would visit Uttar Pradesh and Bihar within this month only.
He said despite speedy efforts it would take some more months to undertake visits to remaining 28 states and union territories to seek the state governments' views and opinion and then the other stages of report and recommendation framming would come up.
The present term of the commission would expire in January next year and obviously the commission would seek reasonable extension in its term, he added.
The three member commission working under chairmanship of Major General SR Sinho would complete its task by end of 2008 or early 2009, Mr Kumar said.
The commission presently was seeking the state govenrments' views and proposals over four point term of references.
These included, basis of norms and criteria for identifying needy groups in poor strata in above category, quantum of reservation to these people in jobs and educational institutions, nature of welfare schemes and programmes for these strata and framework for legal and administrative modalities.
