Shimla, Nov 8 (UNI) All India Minorities and Social Welfare Council president Rajeshwar Singh Negi today said that the decision of the Election Commission to conduct early assembly polls in the state is flawed and has been taken in unwarranted hast.

Addressing mediapersons here, he said that in order to cover up its inability to address the question and concern of the Himachal Pradesh High Court, the EC has taken the decision to conduct early polls in haste.

'''This lack of concern shown by the EC has deprive the Tribals to franchise their vote as nearly fifty per cent of the tribals migrates to other parts of the state in the first month of November for the purpose of trading, grazing and pilgrimage,'' he said.

Negi, who has also applied for the Congress ticket from the Shimla assembly constituency, criticized the EC's decision to set January 1, 2007 as the cut off date for registration of votes of all eligible voters having attained the age of 18 years because of which about one lakh youth would not be able to cast their votes.

He said that this decision of the EC was against Article 326 of the Constitution by which clearly says that no voter, eligible to vote on the date voting date can be denied political right to vote.
