Full
Planning
Commission
is
meeting
here
tommorow
to
put
its
seal
of
approval
on
the
Eleventh
Plan
document,
which
aims
to
achieve
an
average
GDP
growth
of
nine
per
cent
during
the
plan
period
with
attempts
to
make
the
process
inclusive.
"A
key
feature
of
the
inclusive
growth
strategy
is
that
growth
of
GDP
should
not
treated
as
an
end
in
itself,
but
only
as
a
means
to
an
end," a
