First Police Commissioner for Bhubaneswar-Cuttack twin city

Bhubaneswar, Nov 2 (UNI) Inspector General of Police (IGP) Binaya Kumar Behera was today appointed as the first Police Commissioner for the twin cities of Bhubaneswar and Cuttack.

Mr Behera is presently holding the Managing Director post of the state-run Orissa State Road Transport Corporation (OSRTC).

The IGP, an IPS officer of the 1982 batch, was appointed after the Orissa Urban Police Bill, for introduction of the police commissionerate system in the twin cities, received the assent of President Pratibha Patil recently.

The Orissa Assembly had passed the bill in 2003.

As per the new Act, the Police Commissioner, Assistant Police Commissioner and Deputy Police Commissioner would be entrusted with magisterial power to handle the law and order situation in both the cities, Bhubaneswar and Cuttack.

The state government had decided to set up a committee, comprising the Director General of Police, Police Commissioner and other senior police officers, which would visit Delhi, Mumbai, Chennai and Kolkata to study the various aspects of the Police Commissionerate system prevalent in these metropolitan cities.

The committee would submit its report to the state government within a month and based on its recommendations, the delegation of powers and jurisdiction would be vested with the police officers under the new system.
