Chandigarh , Oct 30 (UNI) Indian National Students Organisation (INSO) will launch a nationwide agitation against the UPSC for terming martyr Bhagat Singh ''a terrorist'' in their IAS main examination question paper.

The decision was taken at the executive meeting of INSO State presidents and executive office-bearers from Delhi, Haryana, Punjab and Chandigarh held here today, Chandigarh INSO vice-president Sunny Bhardwaj said in a statement issued here.

INSO leaders from all parts of the north Indian states participated in the meeting which decided to hold two-phases of agitation. The third and fourth phases would be decided at the next meeting to be held in New Delhi.

INSO also condemned the UPSC and Central government for their ''insensitive'' attitude on the issue as no clarification has come from them even after so many days of the incident, Mr Bhardwaj said.

The organisation has also demanded immediate apology from UPSC for its fiasco.

In the first phase of the agitation, INSO would launch a programme to awaken the students community about the issue, which would be followed with wider movement in which support of all sections of the society would be sought.

In the second phase of the agitation, memorandum would be addressed to the President through respective District Commissioners and Sub Divisional Magistrates. Students would also organise protest processions.

The term ''revolutionary terrorism'' in the question has hurt the sentiments of millions of students and youth across the country, noted the organisation. The word terrorism has negative connotations in the minds of the masses and UPSC was trying to equate Osama Bin Laden with Shaheed-e-Aazam Bhagat Singh and students' community would not allow it to happen, said INSO leaders.

INSO also called upon all the nation loving political, social and youth organisations to join INSO in their crusade on the issue so that a united and consistent national movement could be launched, the statement said.
