Bhopal, Oct 15 (UNI) A fresh chapter has been added to the confrontation between constitutional bodies in Madhya Pradesh with Assembly Speaker Ishwardas Rohani sending a breach of privilege notice to the Lokayukt and others.
An alleged face-off over jurisdiction between Lokayukt Ripusudan Dayal and Chief Information Commissioner (CIC) P P Tiwari is making headlines.
The registering of a case by the Lokayukt Special Police Establishment against two senior Vidhan Sabha officials Bhagwandas Israni and A P Singh, over an alleged irregularity in construction work in the Assembly premises, was construed as breach of privilege.
Lokayukt sources confirmed receipt of the notice today. Other respondents were Director-General D G Kapdev, Deputy Legal Advisor Vibhawri Joshi, Deputy Inspector-General G P Singh, Superintendent of Police K K Lohani and Special Police Establishment Inspector Satish Verma.
Legislators Archana Chitnis, Lavkesh Singh, Jalam Singh Patel (all Bharatiya Janata Party) and Saroj Bachchan Nayak (Janata Dal-United) were among those who informed the Vidhan Sabha Secretariat about the breach of privilege. The notice is returnable in a week.
''I felt hurt when I learnt of registering of the case. It was beyond contemplation that any institution would go to this extent by intervening in a matter involving legislative officials, the Speaker and the Secretariat. It is totally unconstitutional and unparliamentary,'' said former minister L Singh.
The BJP MLA said that the information he obtained through newspapers made it appear as if the case was an attempt to make it seem as if the Assembly officials were hand-in-glove with Capital Project Administration officials who had the construction work completed sans awaiting administrative sanction.
