Regarding government's efforts for preventing the return of Ms Bhutto he said, ''She was conveyed the message to delay her return and it was just a suggestion.'' As a Pakistani citizen it is her prerogative to return home and government would facilitate her as guaranteed in the constitution of Pakistan, he concluded.

Meanwhile, Minister for Railways Sheikh Rashid Ahmed said that Ms Bhutto would not be arrested on her return to the country.

''It is her political decision as ground realities are totally different here. She has been told the factual position, overall atmosphere in the country. Certain extremist elements want to vitiate the atmosphere and derail democratic process,'' he said.
