Jammu, Oct 13 (UNI) Padma Vibhushan Balraj Puri has asked the Jammu and Kashmir government to study his recommendations as the basis for allocation of funds to the regions and districts instead of allocating the same to the newly appointed state Finance Commission.
In a release issued here today, he said that he had consulted top experts of finance in the country and held large scale discussions with leaders of every area and community of the state before suggesting an objective and equitable formula for allocation of funds.
''I do not think that level of expertise is available to the Finance Commission,'' Mr Puri, former working Chairman Regional Autonomy Committee, said.
He urged the government to release his report for an open public debate on his formula, so that a consensus could be arrived at for a logical and lasting solution of regional tensions.
His formula, he explained, was based on eight indicators, which included population, area, road mileage in proportion to area, infant mortality rate, female education, share in state administrative services, share in admission to technical institutions and contribution to the state exchequer.
