Chandigarh, Oct 13 (UNI) The zooming sensex is exciting for just a miniscule of ''Shining India'' population while for rest of the people it was just a statistics, the Tribune Editor-in-Chief H K Dua said here today.

''India is emerging as a major economic, military and nuclear power. But after 60 years of independence we have no excuse to make for the goals we have not yet achieved like providing basic amenities to marginalised sections of society,'' Mr Dua said while delivering the lecture 'India - Promises and Pitfalls' at the Kairon Memorial Lecture organised by PGMIR here today to commemoreate the 106th birth anniversary of Late Sardar Partap Singh Kairon.

Stressing on the need for change in the country, he said, ''change requires opening of mind but opening of mind is not taking place as we are still guided by what is given to us''.

In this context, Mr Dua recollected Mr Kairon's role in bringing in change in Punjab with his vision and passion to achieve all-round progress for the state.

He talked about the criminalisation of politics and said politicians were out to destroy the rights of people and the constitution was under serious threat.

He said that a great change was required to bring in total democracy where there would be clean politics and efforts would be to uplift the poor and down-trodden.

Mr Dua dwelled upon the current evils in the political structure which could be removed only by opening the minds of those who made policy decisions.

Supporting Mr Dua's view principal Secretary to the Prime Minister T K A Nair said, "Everybody has collective responsibility for the the country's progress. Concern should be at every individual level. All of us should contribute in our own way." Before the lecture a visual presentation was made from PGI's archives showing Kairon's role in building the Institute. Later, Mr Nair released the souvenir 'PGI the legacy of a visionary'.

Punjab Information and Technology minister Adesh Partap Singh Kairon was the Guest of Honour.

Earlier PGI Director K K Talwar introduced the guests to the audience and made them aware about the tremendous foresight of Sardar Partap Singh Kairon who visualised to create a first class institution of medical education and research in Chandigarh.

CRRID Director General Rashpal Malhotra introduced Partap Mr Kairon by travelling the memory lane and showing his personal glimpses to the audience.
