Orissa to introduce Police Commissionerate system

Bhubaneswar, Oct 11 (UNI) The Police Commissionerate system for the twin city of Bhubaneswar and Cuttack will be introduced from this month, State Chief Secretary Tarun Kanti Mishra said here today.

The Orissa Urban Police Bill for introduction of police commissionerate in the twin cities recently received the assent of the President. The Orissa Assembly had passed the bill in 2003.

Mr Mishra said a government notification for the introduction of the Police Commissionerate system would be issued soon and the Police Commissioner, Assistant Police Commissioner and the Deputy Police Commissioner would be entrusted with magisterial powers under the new act.

The Home Secretary said a high power committee would be set up, comprising the Director General of Police and other senior Police officers, which would visit Delhi, Mumbai, Chennai and Kolkata to study the various aspects of the Police Commissionerate system prevalent in these metro cities.

He said the Committee would submit its report to the state government within a month and based on its recommendations the delegation of powers and jurisdictions would be vested with the police officers under the new system.

The decision to set up a committee to look into the functioning of the Police Commissionerate system in other metros in the country was taken at the preparatory committee meeting chaired by the State Home Secretary and attended by Director General of Police Amarananda Pattnaik and other senior police officials of the state.
