Bhubaneswar, Oct 5 (UNI) Orissa Chief Secretary Ajit Tripathy today directed the Secretaries of ten departments to issue executive order to hand over power to three-tier panchayat organiSations within seven days for the implementation of developmental programmes.
The Chief Secretary gave the instruction after a high level review meeting, convened to know whether the department had transferred power to the three-tier Panchayat organisation or not.
As per the 73rd and 74th Constitutional amendment developmental programmes undertaken by 21 departments should be transferred to three-tier Panchayat organisations for successful implementations.
Official sources here said only the Women and Child Development department had fully implemented it. The Chief Secretary asked the secretaries of Panchayati Raj, School and Mass education, Forest, Agriculture, Cooperation, Rural Development, Fishery and Animal Husbandry, Food supply and Consumer Welfare, Health and Family welfare and Water Resource department to issue instruction to the field level officers to execute it.
Mr Tripathy also directed to formulate district plans keeping in view the requirements of the people in rural and urban areas.
Since separate budgetary allocation was being made for district plans, the departmental Secretaries should allocate it districtwise, he said.
The Secretaries were also asked to allocate funds for the implementation of schemes such as Gopabandhu rural developmental scheme and backward region grant fund on districtwise, the sources said.
