Panjagutta flyover: Panel blames EPC contractor

Hyderabad, Sep 27 (UNI) The expert committee appointed by the state government to identify the reasons and causes for the collapse of some portions of an underconstruction flyover at Punjagutta held the main contractor Gammon India Limited responsible and recommended imposition of ten per cent penalty of the total project cost on the company and the project consultants.

The report said it was very clear the primary responsibility rest with Gammon India Limited, who was the EPC contractor, and Project Consultants Tanikella Integrated Consultants Ltd and Tandon Consultants Pvt Ltd for not taking enough care as per standard practices despite their wide knowledge and rich experience.

The Committee also recommended Gammon India bear all costs, direct and indirect, concerned with loss to individuals and property and any claim arising at present and in the future.

It also blamed Hyderabad Metro Water Supply and Sewage Board (HMWSSB) and Greater Hyderabad Muncipal Corporation (GHMC) for the tragedy and recommended suitable disciplinary action against the officials concerned for not filling up the trench.

The committee also noticed the actual cause for the incident was heavy rainfall during a short period, erosion of the soil,saturation and settlement, titling of the concrete bases and subsequent destabilising effect on trestles.
