Islamabad, Sep 18: Former Pakistan Prime Minister Benazir Bhutto has said the authority to amend the constitution lies with Parliament and not the Election Commission (EC).

While terming the EC declaration exempting the Presidential election from Article 63 of the constitution as ''illegal'', Ms Bhutto said the election authority has made itself controversial by doing this.

''EC has given the impression that it takes dictation from the president house,'' the PakTribune quoted her as saying to a private TV channel.

Appealing to the Supreme Court with regard to the EC 's declaration, she quipped it is up to the apex court what decision it takes in the matter of election of Gen Musharraf as president.

She said despite the recent amendment, it would be difficult for Gen Musharraf to be re-elected from the incumbent assemblies.
