Mysore, Nov 28 (UNI) Karnataka Chief Minister H D Kumaraswamy today alleged that the Congress was creating an atmosphere of fear in the Chamundeswari Assembly constituency, facing bypoll on December four, by filing a series of petitions with the Election Commission.

Speaking to media persons here, he asked how could the Election Observer, who seized State Ministers' cars, miss the official cars used by the Union Ministers for campaigning.

Referring to the transfer of police officers, Mr Kumaraswamy said that when Congress candidate Siddaramaiah was the Deputy Chief Minister, he only opted officials and was now filing petitions to remove them.

Karnataka Director General of Police B S Sial said the transfers were done on the instructions of the Chief Secretary and refused to go into the details.

About meeting the Chief Minister, he said it would not amount to violation of model code of conduct. He had met the Chief Minister in a private hotel to discuss the Shobha Yatra issue at Datta Peetha at Bababudanagiri in Chikmagalur district.
