Governor approves allocation of funds for North Maharashtra

Mumbai, Mar 31 (UNI) Governor S M Krishna today approved the cabinet decision on allocation of funds for North Maharashtra after separate meetings with Chief Minister Vilasrao Deshmukh and an all party delegation.

Article 371(2) of the Constitution casts a special responsibility on the Governor of Maharashtra to ensure equitable distribution of funds between the three regions of the State--Vidarbha, Marathwada and the rest of Maharashtra.

As certain distortions were noticed, the Governor approved the Appropriation (Supplementary) Bill and while doing so, he advised the government to release Rs 350 crores out of the proposed allocation of Rs 843 crores to the rest of Maharashtra region, which included Rs 100 crores for the drought-affected districts of the North Maharashtra, a Raj Bhavan release today said.

An all-party delegation under the leadership of the Deputy Chief Minister R R Patil today called on the Governor on the issue of severe drought conditions in the districts of Dhule, Nandurbar, Jalgaon and Nashik and requested him not to curtail the provision of Rs 380 crores for irrigation projects in these districts.

While reiterating the provisions of Article 371(2) and the Governor's responsibility towards the backward regions of the State thereunder and after discussions with the Chief Minister, who met him in the evening separately, the Governor has now given consideration to the unique situation prevailing in the North Maharashtra districts and accorded his approval to the Cabinet decision as a special case, the release said.

He has further specified that the distortions, which will creep into the Plan allocation due to this, should be set right in the next supplementary demands, as and when they are presented in the legislature, the release said.

The Legislature session was rocked by the issue of non-allocation of funds for irrigation projects in backward regions and later over the decision to cut down funds for North Maharashtra.
